In October of 2008, Pennsylvania Governor signed HB 2525 into law. This important piece of legislation was meant to dramatically improve conditions for dogs imprisoned in Pennsylvania's notorious puppy mills. Dog lovers throughout the Commonwealth celebrated their groundbreaking new dog laws. The dogs were finally going to get the help they so desperately deserved - or so we thought.
To accommodate the breeders, Rendell's staff - Special Secretary of Agriculture Jessie Smith and Director of the Bureau of Dog Law Enforcement Sue West issued waivers to over eighty commercial kennels (of 111) exempting them from the new laws, in some cases for up to three years. Here are those waivers.
